Other items on the agenda Monday night: changing the city's parking ordinances to make it illegal to park overnight in government-owned parking lots.
That may also seem to be one of those "what took so long" questions. For 35 years, there has been no restriction on cars or campers parked in city and county parking lots at the library, Bluffs Park, and other places.
Some residents are complaining about transients hogging parking places, cooking and washing clothes at those places. The city council will discuss fixing that loophole in city parking ordinances Monday night.
