Ben Allen faces Jane Kim for state insurance commissioner

Two Democrats promising to crack down on the insurance industry advance to the fall runoff; no Republican broke 13 percent.

Malibu's state senator, Ben Allen, will face one other winner this fall in his race to become the next state insurance commissioner.

Jane Kim is finishing in first place in the top-two primary. Kim has 27 percent of the vote. Allen has 22 percent.

They are both Democrats promising to crack down on an out-of-control insurance industry. No Republican finished with more than 13 percent of the vote.

Kim is a former member of the San Francisco County Board of Supervisors. Kim promises lower insurance costs, guaranteed coverage, and fast and fair claims.

Allen has represented Malibu in the state Senate for 8 years. Allen is campaigning on promises to stabilize the insurance market and steering policy holders off of the state FAIR plan.

In a midnight interview with the Los Angeles Daily News, Allen predicted the race against Kim will be a tough one.

"It'll be the first time we've gotten a Democrat versus a Democrat in a constitutional race since the general primary began as a phenomenon. We will have two different visions for the state," Allen said. The former Santa Monica Malibu school board member said he has "actually experienced a major calamity in (his) own community, and seen the dysfunction of the system up close."
