Calabasas tightens rules against developing open space

A new ordinance requires a four-fifths City Council vote to allow development on land set aside for preservation.

By Hans Laetz

Calabasas has moved to close loopholes on its existing rules against developing open spaces. The City Council this week passed an ordinance that would require a four-fifths vote of the City Council to allow open space to be developed if it's been set aside for preservation.

A loophole has allowed developers to bulldoze open space next door to their projects to benefit them. That's what's happening at a subdivision east of Las Virgenes Road just south of the 101 freeway.
