YIMBY Law says Malibu agreed to repeal anti-duplex ordinance
The housing group sued after the governor exempted four fire-hit cities from SB 9; it now says Malibu will accept duplex applications.

A group that promotes increased housing density and affordability in California claims that it has reached a legal agreement in its lawsuit against the City of Malibu — an agreement that will make it easier to build duplexes in the fire burnout zone.
YIMBY Law had sued Malibu, the state and three other cities over the executive order signed by the governor after the fire. The governor suspended Senate Bill 9, which is intended to increase housing density and affordability. It requires all cities to allow up to four residential units on any single residential lot.
The governor, after the Palisades Fire, signed an executive order to exempt four cities that had been burned in January 2025, including Malibu.
YIMBY Law says both Malibu and Pasadena agreed to repeal their local anti-duplex ordinances and accept all pending and future applications filed under the law. The agreement with Malibu gives Malibu until Sept. 29 to do that.
The announcement was made last Friday. No comment yet from the city.
