Governor declares state of emergency as El Nino strengthens
State agencies are pre-positioning sandbags, water pumps and other flood-fighting materials as storms line up in the Pacific.

The governor declared a state of emergency Monday as a powerful El Nino continues to develop and send storm after storm our way. There's already a hurricane that's been churning off toward Hawaii this week, sending some surf ashore as well.
The governor has ordered state agencies to send personnel and equipment into harm's way to pre-position them. Sandbags, water pumps, plastic sheeting, riprap and other material are being purchased and brought to the state's ready locations in advance.
